Once the soil has been removed by erosion, only the page of centuries or millennia will enable new soil to?

It, the statement, basically sounds like someone who is a proponent of the desertification that is occurring now, in present time. The 'author' of the statement is basically saying that, without the initiation of rigorous soil creation programs, the land as we know it to be now will soon be dried up, devoid of nutrients and minerals. A soil that most plants would not be able to survive in. Basically, a desert soil. To rule out 4, the author is saying that there are still places around the world (say, heavily vegetated places, ex: forests) that still have abundant soil. These areas are not in immediate (next few hundred years) of becoming areas without rich soils
