Is Sarawak the only state in Malaysia, whereby foreign worker is not needed?

probably people there are more humble and down to earth, who live 1 day at a time. When i went to Sabah 2 years back for the 1st time, i fell in love with it. People were nice and friendly and simple. Not proud.
