My local store denied me a item that was clearly WIC approved. what can I do? Will they get in trouble? ?

It was in black and white that this item I wanted was approved by WIC. I was once told that a store can get o trouble for denying me a product that is approved. So what kind of trouble are they getting their self into, how do I pursue a complant?
