US citizen detained by Canadian boarder officers and been in jail cell for a month.?

My friend has a dealers license in US, he is a US citizen. He buys cars here, drives them to Canada where his friend owns a mechanic shop. Fixes them up, then drives back and sells them in united states. He was stopped by Canadian boarder police and charged with trying to smuggle cars to canada? He got a lawyer, which seems like doesn't do anything at all. I faxed some doents which dropped all the charges. But now they are charging him with lying to an officer. So he has been in jail for a month for them thinking he was smuggling cars. Could a US consulate do something if i contacted one in Canada? or what should be the next step here to get him back to US. When he had his hearing, the bail was 10,000. I drove there with the money but they didn't accept it. Authorities don't give any information or any proof for their charges.
