What if a guy lost your number and is very willing to ask it again?

This guy friend of mine is trying to manipulate me(sounds that I'm a liar)He said that I didn't give yet my number to him. And yes I did give it to him 5 months ago. However, he is very wiling to ask it again. He won! I gave my number. And He gave me a call(just a missed call). He said that if he's not busy he would call me because he needs someone to talk to. And he said that if I need his help just don't hesitate to give him a call. What does it mean? But I'm not sure If he would really call me. It's hard to comprehend his playful maneuvers.
