Can I get tips on guaranteeing a 40th birthday party will be a kick-***, rockin' good time?

This is for a long-time great friend. Some invitees are single. Some are married. This guy loves to laugh, dance and be with friends. Since he is a married, unemployed father of two, he and his wife rarely get out. I see him maybe 4, 5 times a year at most. I figure that I need quality booze, quality food and great music. It will be men and women attending. But it absolutely has to be fun and entertaining. Kids will not be invited so that opens up the options. I want people to feel free to let their hair down and loosen up. I do not mind spending some money on this either. Suggestions...please.
