Is there a place for the finite souls in waiting?

I remember a long time ago reading about a belief that there were a finite number of souls that waited to be reincarnated over and over until judgement day. Does anyone remember the name of this place, concept, or idea...? There was a definite name ociated with this and it is eluding me at the moment, any help is appreciated.
